PARLIAMENTARY COMMISSION OF INQUIRY Report by the Prefect of Reggio Emilia (2010)

On October 26, 2016, the Legislative Assembly of the Emilia-Romagna Region approved the regional government’s bill titled “Consolidated Text for the Promotion of Legality and the Enhancement of Responsible Citizenship and Economy.” The Text—consisting of 49 articles compared to the previous 170—reorganizes existing measures and introduces innovations to foster ethical governance and civic responsibility, combat usury and racketeering, oversee public tenders, protect employment in companies affected by judicial measures, ensure workplace safety, recover seized properties and businesses, and prevent and combat corruption.

White lists are a tool introduced by Law No. 190/2012 (the so-called Anti-Corruption Law), which provides for the establishment of a list at each Prefecture where private companies must be registered to contract with the public administration if they operate in sectors at risk of mafia infiltration.

The sectors requiring mandatory registration in the white list are:

  • Extraction, supply, and transport of earth and inert materials;
  • Production, supply, and transport of concrete and bitumen;
  • Cold milling of machinery;
  • Supply of worked iron;
  • Hot milling;
  • Third-party road transport;
  • Construction site security;
  • Funeral and cemetery services;
  • Catering, canteen management, and food services;
  • Environmental services, including waste collection, national and cross-border transport (even for third parties), treatment and disposal, as well as remediation and cleanup activities and other waste management-related services.

The Direzione Investigativa Antimafia (DIA)

This is an investigative body composed of specialized personnel from the State Police, the Financial Guard, and the Carabinieri, with the exclusive task of conducting coordinated preventive investigations related to organized crime, as well as judicial police investigations exclusively concerning mafia association crimes.
